Vice-Chairman Ann Marie Brown called the meeting to order at 7:16 P.M.
SEATING OF ALTERNATES
Robert Wiecenski motioned to seat Annemarie Poole for Elizabeth Marco, and John Patton for Alan Ference, Ann Marie Brown seconded. All were in favor, motion carried.
PRESENT TO SPEAK.
Selectman Mailhos said she had nothing to add. John Patton asked her about the Cemetery Association capital request for the driveway. She said they are working on it and it should be ready for next month's meeting.
APPROVAL OF MINUTES
Motion to approve the Regular Meeting Minutes of July 18, 2013 was made by Ann Marie Brown, Robert Wiecenski seconded with the following amendments. All were in favor, motion carried.
Page 1,1st line should read -Chairman Ann Marie Brown.....
Page 3, under Old Town Hall Renovation Capital Project,2nd line transfer should be from Program Income.
Page 3,last paragraph,2nd line should read - ....time spent on the project and expressed concerns about the removal of substantive capital improvements to town buildings from the original Siemens proposal.

Transfer Requests
Donna Latincsics presented the transfer requests.
Robert Wiecenski motioned to transfer $934 to line item #0141 Town Counsel from line item #0831 Employee Insurance and transfer $47 to line item #0185 Senior Center Operations from line item #0831 Employee Insurance, Annemarie Poole seconded. All were in favor, motion carried.
Energy Performance Contract
A Town Meeting was held and updates were given by the members of the Board that attended. Three buildings were dropped from the project with a savings of $100,000 which makes the project cost equal.
Peter Latincsics asked who keeps track of the usage to see if there is a savings? Donna Latincsics informed the Board that they already track usage for all the buildings. Selectman Mailhos said that there will be an yearly update given by Siemens.
It was asked what will be done with the fixtures that will no longer be used? Selectman Mailhos said she will have to think about what the options are for getting rid of them.

GOOD & WELFARE
Prior to the meeting there was a small gathering to thank Ken Schoppmann for his service to the Town. The Board presented him with a plaque. The following proclamation was read and presented to Ken:
Oh behalf of the State of Connecticut, I, Dannel P. Malloy, Governor, take great pleasure in honoring and recognizing Kenneth Schoppmann for your years of service on the Town of Willington Board of Finance. This recognition is a testament to your outstanding dedication and commitment to the Town of Willington, and to the State of Connecticut. Your steadfast leadership on the Board of Finance, in addition to your involvement on other town boards, has helped keep the Town of Willington fiscally strong. Your knowledge of town government and the respect you have earned from your colleagues is laudable. I applaud your many years of service and hard work and wish you the very best in your future endeavors.
